David Cutler joined Suffolk Police in 2005 after 11 years with the Metropolitan Police Service. David has worked in a variety of roles across both forces including within Specialist Crime, Major Investigations, Intelligence, Local Policing, Safeguarding and leading corporate change. He is a Strategic Firearms Commander and Gold Public Order Commander.

As Temporary Assistant Chief Constable , T/ACC Cutler has responsibility for local policing. This includes the Neighbourhood Response teams, Safer Neighbourhood Teams, Criminal Investigation and Safeguarding teams and the Contact and Control Room.

Mr. Bland joined the Constabulary in July 2007, having previously worked as a qualified accountant in the National Health Service in Suffolk since 1988. He is Chief Finance Officer for both the Chief Constable of Suffolk and the Police & Crime Commissioner. He is responsible for the financial affairs of both the Police and Crime Commissioner and the Constabulary, ensuring both are properly administered.

Steve Jupp is Suffolk’s Chief Constable.

Steve joined Suffolk Constabulary in April 2015 in the role of Deputy Chief Constable and was appointed as Chief Constable for Suffolk in April 2019. He came to Suffolk from Nottinghamshire Police where, in his role as Assistant Chief Constable, he was responsible for Crime Investigation and Reduction.

His policing career so far has had a particular focus on tackling serious and organised crime and has seen him occupy key senior posts including that of Detective Chief Superintendent at West Midlands Police. He has also served with the Metropolitan Police Service.

Rachel Kearton is Suffolk Constabulary’s Deputy Chief Constable.
Rachel joined Suffolk Police in September 2015 as Assistant Chief Constable, following a career break during which she worked for the Foreign and Commonwealth Office based in Turkey.

DCC Kearton has more than 20 years’ policing experience, serving in Hampshire and West Yorkshire Police before joining Northumbria Police in 2007.

She has worked in a variety of roles including as Head of Northumbria’s Specialist Uniform Policing Services, leading units including roads policing, the dog section and firearms, area policing commander in two separate districts and Head of Northumbria’s Corporate Development Department.

The department provides a service to the public, The Police and Crime Commissioners and Norfolk and Suffolk Constabularies by:
• managing investigations into complaints made by the public about the police
• investigating internal misconduct allegations
• reducing the risk of corruption and preserving the integrity of the organisations.

As head of department, Katie Elliott is responsible for:

• Delivering the strategic direction and delivery of the strategic aims of PSD, to provide a service to the public, OPCC’s and to Norfolk and Suffolk Constabularies.
• Ensuring all public complaints are assessed, recorded and investigations are managed in line with the Police Reform Act, referred to the IPCC where necessary, allocated appropriately for investigation and complainants kept up to date as per statutory requirement.
• Overseeing the investigation of the most serious, sensitive and complex public complaints and all conduct matters relating to Norfolk and Suffolk officers and staff.
• Ensuring the preservation of the actual and perceived integrity of the organisation, through the central authorisation of business interests, the monitoring of gifts and hospitalities and the vetting of new recruits, volunteers, partners and re-vetting and enhanced vetting of existing officers and staff.
• Ensuring the reduction of the risk of corruption within Norfolk and Suffolk Constabularies through proactive intelligence gathering, effective investigation and targeted preventative work.
• Being the appeal body for appeals in respect of relevant public complaints and provide effective liaison between the Constabularies and the IPCC.

The department’s main purpose is to support and underpin operational policing by ensuring that financial resources and operational strategies are matched. This is to ensure proper governance arrangements are in place to cover financial matters in relation to Norfolk and Suffolk Constabularies.
As head of department, Peter Jasper is responsible for:
• Undertaking strategic financial planning, and all accountancy services including budgetary control and the production of statutory financial information.
• Delivering specialist financial advice on Treasury Management, taxation, insurance, payroll and the provision of pension information.
• Providing financial transactional services including payroll processing, payments of invoices to suppliers and raising of debts to third parties.

The Information Management Department has three specialist departments that support and enable the Constabulary to meet its legislative information management obligations:-
• Information Compliance Unit (Comprises of the Data Protection, Freedom of Information & Disclosure and Barring Teams) – This unit provides advice and guidance to both the Constabulary and members of the public on statutory information rights and legislative obligations, including, fair processing, audit & compliance, data quality, access and disclosure of information (including the provision of relevant information to the Disclosure and Barring Service and regulatory bodies to support safer recruitment decisions for those working with children and vulnerable persons), information sharing initiatives, Privacy Impact Assessments, management of information assets and training.
• Information Security Unit – This unit provides advice and guidance on Information security, with an overall aim to maintain the confidentiality, integrity and availability of Constabulary information. This includes controls for physical, personnel, procedural and technical security. Information Security Unit is also responsible for managing compliance with national frameworks and Codes of Connection.
• Records Management Unit – This Unit provides advice and guidance on Management of Police Information (MoPI); review, retention and disposal (RRD); and secure on- and off-site storage, including the effective filing and retrieval of files/media.
As Head of Information Management, Hayley Youngs is responsible for taking a strategic and advisory lead in ensuring the effective management Constabulary information and of the joint information management function, ensuring the Constabularies’ legal obligations and national requirements are effectively discharged. In particular this involves responsibility for the management and performance of the following functions:

The role of the Joint Transport Services Department is to provide an efficient and effective vehicle and transport service to Norfolk and Suffolk Constabularies and Police and Crime Commissioners, meeting the operational policing needs under value-for-money principles within the resources available. Supt Dodman has over 27 years’ experience in policing having served in Essex Police prior to joining the Suffolk Constabulary in April 2013. Supt Dodman has spent the majority of his career in uniform operations and has served as a public order officer in all ranks.
The post of Head of Specialist Operations involves being the Superintendent in charge of Roads Policing & Firearms Operations Unit, Firearm Training, Dog Section, Operational Planning and Firearms Licensing.
Supt Dodman is qualified in all areas of Operational Command, he is a Specialist Strategic Firearms Commander, a Gold Public Order Commander and holds BSc (Hons) and MSc degrees.
