The Policing Pledge

What?

The Policing Pledge is a ‘deal’ between the police and the public they serve. The Pledge sets out what the public can expect in terms of fairness, access to services, local policing, response to calls, support and information for victims and dealing with dissatisfaction. The Pledge places the citizen at the heart of its services National standards have existed for years and many forces have had minimum service standards locally but until now the public has largely been unaware of these. The Pledge is a major step forward in policing; it is a clear
statement of purpose in terms of the service that will be delivered. For the first time the public will be able to assess the service being delivered across the country. The Pledge points are key enablers in delivering satisfaction
and wider public confidence.

Why?

Improving public confidence in the police and its partners is a key challenge facing the service.

We know from research that public confidence improves when the police deal with local priorities, and that victims’ satisfaction is associated with the quality and responsiveness of their contact with the police and the information they receive. For these reasons, the Policing Pledge concentrates on customer service, neighbourhood policing, contact management and services to victims and witnesses.

However, the Pledge is not just about neighbourhood policing or contact management. The spirit of the Pledge is to put the needs and the requirements of the citizen at the heart of service delivery. The Pledge should be seen as fundamental to all service delivery and a key driver for improving public confidence. Confidence stimulates communities and encourages them to be more
engaged. Active engaged communities are more likely to participate in the policing process reducing crime and bringing more offenders to justice.

How?

Bringing national consistency to localised service delivery is complex. The Citizen Focus and Neighbourhood Policing Programme (CFNPP) will perform a key role
in supporting forces to address and overcome the challenges they face in embedding the Policing Pledge in their service delivery by:

  • Working directly with forces to identify areas for concern
  • Sharing effective practice that will improve performance
  • Engaging key stakeholders to ensure that they have oversight of barriers to delivery
  • Developing guidance and national web-based tools that support forces in sharing knowledge and effective practice

Who?

The National policing Improvement Agency (NPIA) is a policing organisation that provides a central resource to the police service, working for ACPO (Association of Chief Police Officers), APA (Association of Police Authorities) and the Home Office to improve the delivery of Policing. The NPIA, through the Citizen Focus and Neighbourhood Policing Programme (CFNPP), will support ACPO and forces in embedding the Policing Pledge in their service delivery.
